This is NWT. However it does have a burn mark on bottom from steamer. I haven’t tried removing it and it’s not super noticeable with the pleats. The last photo is the stock photo (but it is a different color). Approx measurements 15 1/4 inches pit to pit 32 1/2 inches top to hem 12 1/2 inches across waist
