New. Michael Stars tie dyed tiered skirt. Colors of khaki, gray, and off white. Thick waist band. I love this and kept one for myself. The fabric is distressed looking and very soft. (There are some nubbies on the waistband on all of the skirts I have and saw) The distressing is part of the design. These are brand new skirts, but they do not have their tags.
