Line and Dot NWD Surplice Neck Asymmetrical Tulip Dress

Purchased new from a local boutique in 2015 but never wore out as it's slightly short for me (I have a long torso). Cream surplice top with red/blue stripes. White textured asymmetrical tulip skirt with pockets. Hidden zipper on the side with hook/eye closure. The stitching of the outer layer has separated on the side seams as pictured (first picture shows by zipper, second shows other side on skirt). If you're handy, you can probably fix it. Skirt is lined. Would be perfect for July 4th.
